Description: The conduct of four Hawaii police officers is being investigated by federal authorities after the officers allegedly made a man put his mouth on a public urinal, the police chief said Saturday. The incident allegedly occurred on Jan. 28 while the Honolulu officers were responding to a report of a trespasser in a public restroom, Honolulu Police Chief Susan Ballard said. Another officer reported the alleged behavior to the department, which prompted an internal investigation, she said. Ballard, who passed the case to the FBI on Wednesday, said she is “appalled at the behavior” the officers are accused of perpetrating. If the allegations prove true, the department will respond appropriately, she said. The four officers under investigation – whose identities have not been released – have been placed on restricted duty. They have from three to 16 years of experience in law enforcement, according to the department.

Description: The FBI is investigating four Honolulu Police Department officers who allegedly forced a suspect to place his mouth on a urinal in a public restroom, officials announced Friday. Police Chief Susan Ballard said the officers were responding last Sunday afternoon to a 911 call about a person trespassing at a public restroom in the Keeaumoku area of Honolulu, ABC affiliate KITV reported. Ballard said an officer reported the alleged urinal incident, leading to an internal investigation. The victim was also located by police. The Honolulu Police Department then referred the case to the FBI. "If true, these allegations violate the core value of what HPD stands form," Ballard said. "Our officers are sworn to uphold the rights of all persons and I expect every officer to treat every member of the public fairly and with respect. Personally I'm appalled." Honolulu Mayor Kirk Caldwell said in a statement Friday, "Police Chief Susan Ballard has done the absolutely right thing by referring the alleged misconduct by four Honolulu police officers to the Federal Bureau of Investigation for further review. Although these officers are presumed innocent, we need an independent agency to investigate exactly what occurred and whether these officers engaged in civil rights abuses." Caldwell continued, "Chief Ballard has promised to transform the Honolulu Police Department from a warrior mentality to a guardian mentality, and this is an approach to community policing that I wholeheartedly support." The officers, who have between three and 16 years years of service, have been placed on restricted duty.

Description: Two police officers in Honolulu, Hawaii, who allegedly forced a homeless man to lick a urinal in a public restroom were charged Friday with civil rights offenses, federal authorities said. John Rabago, 43, and Reginald Ramones, 43, were each charged with one count of conspiring to deprive a person of his civil rights and one count of acting under color of law to deprive the same individual of his civil rights. They pleaded not guilty in federal court on Friday and were released on $25,000 unsecured bonds. They each face a maximum penalty of 11 years in prison and a $350,000 fine based on the combined charges, which stem from a January 2018 incident in Honolulu. Authorities allege Rabago and Ramones responded to a trespassing complaint where they came across the victim and forced him to lick a urinal in a public restroom. The alleged misconduct was reported by another officer from the Honolulu Police Department who responded. The department subsequently turned the case over to the FBI. Rabago and Ramones were also placed on unpaid leave. Megan Kau, an attorney representing Rabago and Ramones, told NBC News on Sunday that they maintain their innocence and are confident a jury of their peers will acquit them.
